FROM THEORY TO PRAXIS
About a possible proletarian answer to repression
This is an attempt to outline a line of comprehension and elaboration, and to
put into practice the necessary answer to a continuous repression against
militants and parts of proletariat; in particular, our contribution is, and ever
tried to be, stretched out to find main points to be developed into the
relationship between theory and praxis.
So, looking for a possible input to overcome the effective inability to do
something concrete, in front of daily arrests, searches, denunciations etc. An
inability swinging among those who don't see repressive instruments like weapons
owned by the ruling class who, using violence (in a more or less evident manner)
imposes its dictatorship; among those who consider repression a casual and
discontinuous act which, striking probably only those who are really "terrorist",
has to be avoided creating isolation around the repressed comrades; finally,
among those who tried and still try to discuss about this problem with coherent
revolutionary zeal, despite often they are investigated for the same associative
offences they talk about (art. 270 - Penal Code).
A "reasoned" mapping
Thinking about the facts of the last three years, since the inquiry against
"Iniziativa Comunista", they can be noticed some important data.
In fact, it's more and more clear the preventive logic under executive
mechanisms of repression: still valid is the old "divide et impera" ( a concept
which has ever found where to be applied) but more and more stronger is the
tendency to prevention; the bourgeoisie, promoter of forgetfulness inside the
proletariat but very careful of its historical memory, provides itself of the
most refined instruments (legislative or technological) to stop and control that
class and revolutionary movement which, even with all its contradictions, after
some years has come back.
Soon they use the scarecrow of the so-called "lead years" to justify the mapping
and filing of the many subjectivities belonging to the class, no one excluded.
The many inquiries during the last three years are an example, striking
different struggling movements and giving various hypothesis, even conceiving
improbable anarchic- Stalinist fronts.
Psychological war and associative cage
Prevention is also clear in the psychological war carried out through an
increasing social control, can it be understood or not by the mass: the "banal"
increase of district policemen (since May 700 have been added, in 2006 they will
be 5900); the increase of surveillance cameras; life beaten by magnetic cards;
mass media agitating the scarecrow of terrorism (in particular about fighting
organizations and Muslims).
Like they ever been and are the beatings by police in the squares and against
workers, in their repressive and discouraging meaning.
Besides, militants which more and more often find microphones and satellite
aerials in their cars, like rustles in cell phones, tailings and "normal"
controls by the political police. All pressures aiming to discourage and
frighten.
About the inquiries, besides some vanguard methods carried on by the prosecutors
of Bologna and Milan (someone investigated because supposed to know the facts,
can be questioned during the searching without possibility to not answer) the
associative offences are the main instrument used; the fascist article n. 270
P.C. (punishing the subversive association), the 270 bis (subversive association
with terrorist aim, approved in 1979 by the Cossiga Decree), the new 270 ter
(sub. Ass. With international terrorist aim - October 2001).
The art. 270 particularly is the most used , apart from the other articles
notified with it; in fact, prevention needs a flexible instrument to keep the
inquiry open from 6 to 24 months, beyond real clues, having the possibility to
build false inquiries aiming to discourage political activity. A clear example
is given by the searching done on the last 30th April to 14 comrades belonging
to a social centre, where none of the notified offences seemed to "justify" the
application of the 270.
The 270 bis has got the same aim, with the difference to create around the
investigated one the suspect to belong or give support to fighting organizations.
The consequence is isolation by some areas of the movement. The counter-
revolution thanks them.
Finally the 270 ter, whose first application has been done the last 1st April ,
arresting 41 comrades in Italy, Holland, Belgium, Germany, Greece and Turkey;
they were accused to support the DHKP-C, organization written on the "anti-terrorism"
European black list.
Here's the aim to strike who gives international solidarity; the most "interesting"
impounded materials are papers, flyers, telephone numbers.
They put on discussion the solidarity to the Iraqi resistance and to the Turkish
prisoners in hunger strike to death against prison isolation.
Associative offences in Italy and black lists represent the attempt to suppress
the class struggle both on the internal and on the external front, frightening
or arresting its promoters and closing their means of communication and counter-
information (see the Basque comrades and many others...).
The increasing restriction of the possibility to struggle, forces everybody to
make concrete the yet started debate.
This means to bar the counter-revolutionary project, unifying what they try to
divide.
W e can do this only through a serious and continuous propaganda, to put into
practice a reasoning aiming to make stronger the class struggle where, since
today, it has had a lack.
